Central Arkansas lives on the edge. It is on the edge of the Ozark Plateau. It is on the edge of the Ouachita Mountains. It is on the edge of the Grand Prairie. These regions meet and give the people here a unique flavor. The people from the mountains meet the people from the Delta. The music, food, customs and attitudes constantly mix to make Little Rock and the surrounding area not quite Western, not quite Southern, not quite Midwestern. 

Visitors are often surprised by the diversity of Little Rock. There are so many hidden gems: theater, lush golf courses, a lively music scene, not to mention the endless recreational possibilities Mother Nature has provided with lakes, rivers, mountains and prairies. She has also given us four distinct seasons. 


The population of Little Rock is about 185,000, and if you add the counties surrounding Pulaski County, the population climbs to more than half a million. That population base gives Little Rock - a small city - many of the amenities of a much larger town without some of the inconveniences and problems that go with metropolitan areas. 

And much has been made of the geographic placement of Little Rock. Ask businessmen and they will tell you it is a perfect place to begin a business. There are rail lines, Interstate highways, the Arkansas River and a sizable airport that makes connections just about anywhere and quick! 

Little Rock is becoming more progressive. The River Market District, including the Market, the Museum of Discovery and the Downtown Library, is bringing people back to a forgotten part of the city. Across the river, Little Rock is the home to the 18,000 seat Alltel Arena and the Dickey Stephens Baseball park, and the AAA Arkansas Travelers Baseball Team. 


Live downtown in a home erected before the turn of the century. Find a fixer-upper or a fully restored house in Hillcrest or Park Hill. Move to the country in any direction. Any budget and any preference can be satisfied with home and neighborhoods of all kinds in central Arkansas. The median cost of a home is $131,600, with the national figure being at $220,800. 

The unemployment rate for this area stands at 4%, which is below the national average of 5.3%. Job growth in the area is 3.8 percent, with the national average being at 1.9 percent. 

Although Central Arkansas is known for its searing summer heat and 100 percent humidity - the kind Southern novels are famous for - the area experiences a full range of Seasons, from sultry summer nights to snowy winter mornings.  

The citizens of Central Arkansas have pushed hard for better arts outlets, especially during the last few decades - attend the ballet, hear a symphony, see a show - the variety is wide!

Tax Considerations >New 1031 Exchange Rules

One of the most popular "tax deferring" strategies for real estate owners who are selling one property and acquiring another is the use of Section 1031 of the Internal Revenue Code. It is an effective way to defer paying income tax on capital gain generated by the sale of a property when you intend to reinvest the proceeds in a similar, "like-kind" property. Almost any kind of real property is considered "like-kind" with any other real property.

A recently enacted law closes what was considered a loophole in the Section 1031 rules. In some cases, owners of investment real estate have used the 1031 Exchange to swap their investment property for real estate that could be readily converted to an owner-occupied residential property. After the exchange, they made the property into their principal residence, lived in it for a couple of years, then sold it. Now the American Job Creation Act of 2004 has ruled that properties converted from a 1031 exchange property into a residence must be held and used as a principal residence for at least five years to qualify for the tax exemption. Otherwise, the basic tax-deferring benefits of 1031 exchanges remain the same.
